This checklist was developed to make it easier for local authorities to become involved in a regional multi-level governance model and to enable them to suggest improvements to the agreement.

1/ Has the local authority identified all the internal departments that will be involved in the process?

Objectives: for example, belonging to a region that surpasses national and European objectives for greenhouse gas emissions, or belonging to a region that is developing an exemplary policy to encourage biogas
